The short answer

Social insurance for private-sector workers in Egypt is governed by the Social Insurance and Pensions Law issued by Law No. 148 of 2019 and its executive regulations. The National Organization for Social Insurance (NOSI) administers it and publishes the law, forms and announcements on its website.

Employers must register each new worker with the competent social insurance office using Form 1 within two weeks of the worker joining, and insure the worker's actual wage within the minimum and maximum contribution wage that NOSI announces.

What this page is — and is not

This is general guidance pending review by a qualified adviser. It deliberately does not state contribution percentages: read them in the current law text and NOSI's decisions, which change over time, and take professional advice before configuring payroll.

Registering a new worker

According to NOSI, the employer or its authorised representative submits Form 1 (application for an insured person's subscription), manually or electronically, to the social insurance office covering the business's location within two weeks of the worker's start date. NOSI notes that the form gives the worker insurance protection and links the establishment's records in its database.

  • A copy of a document proving date of birth.
  • A copy of the national ID card.
  • The appointment decision, an approved statement of the subscription start date, or a copy of the employment contract for private-sector workers where available.
  • A copy of the educational qualification and professional syndicate membership for certain professions.
  • The medical fitness report and the coverage data form listed by NOSI, plus forms for any previous insurance periods.

The contribution wage limits for 2026

NOSI announced on 30 November 2025 that, from 1 January 2026, the minimum contribution wage rises from EGP 2,300 to EGP 2,700 and the maximum from EGP 14,500 to EGP 16,700 a month, under Law No. 148 of 2019 and its executive regulations.

The same announcement restates that the law requires employers to insure the worker's actual wage; the minimum mainly serves categories whose wage is hard to determine.

How Circlz handles social insurance in payroll

Circlz calculates insurance from an insurable base clamped between a minimum and a maximum and applies employee and employer rates, all read from a versioned rule pack. A production Egypt pack is entered with its legal source, reviewed by a named qualified reviewer who is not its author, and only then activated. Until that happens, calculations use a clearly labelled synthetic pack meant for testing.
